New Air Cargo Regulations were brought in by the EU in February 2012 that now affect all Air Cargo Carriers flying air cargo into Europe. The Regulations require that Air Cargo Carriers must apply to become an “Air Cargo Carrier Operating in the European Union from a Third Country” ie. ACC3. In order to achieve ACC3 status, a carrier must have signed a “Declaration of Commitments” setting out that they have fulfilled their aviation security responsibilities to the operating Authority to whom they are registered within the EU. From the 1st July 2014, all ACC3’s are obliged to ensure that all cargo and mail destined for the EU is screened or comes from a secure supply chain. The EU Regulations state that all ACC3s must have verification that their cargo and mail operations meet the requirements from a non-EU airport with the exception of those countries on the “Green” list. This verification, in the form of a validation, must be undertaken by an ACC3 Independent Validator that has been certified and approved by an EU Regulator. Once validated this will be valid for a period of 5 years.



ACC3 Validations, KC3 & RA3 Validations
In addition to ACC3 validations, a company or business partner involved in the supplying of goods or the handling of the cargo can opt to become an RA3 – Regulated Agent, KC3 – Known Consignor.
To obtain this status the RA3 and KC3 must have been validated by an EU Accredited ValidatorHistory On ACC3
